We are seeking to fill a Group Leader post to be part of a management team to run the national Registration and Licensing Scheme for landlords and agents of rented property across Wales. This follows the designation of Cardiff Council as the Single Licensing authority for Wales under Part 1 of the Housing (Wales) Act 2015. 

The successful candidate will be responsible for:
•    Delivery of a front line service to private sector tenants, landlords and agents on an all Wales basis
•    Registration and licensing of private sector landlords and agents.
•    Monitoring compliance with legislation and taking appropriate enforcement action
•    Overseeing the assessment of fitness and propriety of licence applicants
•    Overseeing appeals to the Residential Property Tribunal and delivery of our case to the Tribunal as required.

The specific focus for this position is currently licensing processing and compliance, working closely with colleagues from local authorities across Wales. However, the post holder could be asked to manage any of the teams within the service.

Critical to the teams’ success is to have the customer at the centre of everything that we do. Investment is in place to ensure that bespoke systems are developed to ensure that the most advanced technology is available to help ensure that the service is as easy to navigate and fit for purpose as possible.

In addition to registration and licensing of landlords, the service is responsible for approving training courses, authorising training providers and delivering courses. 

We are keen to recruit an experienced housing professional, with potential to be an effective manager, and extremely motivated to make a difference to housing conditions in Wales and providing high quality customer service. The successful candidate should be innovative with demonstrable communication skills.  

This will be an exciting opportunity for you to be at the forefront of  managing the private rented sector in Wales; working closely with partners from local government across 22 local authorities, Welsh Government, landlord and agent organisations and  training companies to ensure its success.
